Mr. Stagno (Costa Rica), speaking on behalf of the Rio Group, said that the Millennium Assembly had demonstrated the need for the United Nations to adapt to the new challenges of the contemporary world and that the Special Committee was called upon to respond to those challenges with practical initiatives, respecting and defending the principles embodied in the Charter.

36. Mr. Stagno (Costa Rica), speaking on behalf of the Rio Group, referred to the challenge of reconciling the sustainable development and international trade agendas. Recent international meetings had mobilized the commitment of the international community to take firm action to meet its obligations.

9. Mr. Stagno (Costa Rica) said that his delegation wished to underscore the appeal by the Secretary-General in his report on the status of the Convention against Torture for the full implementation of the Vienna Declaration and Programme of Action as it related to freedom from torture.
