Those delegations were of the view that those weapons were in fact illicitly trafficked and used by organized criminals and that limiting the application of the Protocol would lower the practicality and effectiveness of the Protocol as an instrument to combat transnational organized crime.
وكان رأي تلك الوفود يتمثل في أن تلك اﻷسلحة هي في الواقع مهربة بشكل غير مشروع ويستخدمها أفراد العصابات المنظمة ، وتقييد سريان البروتوكول من شأنه أن يقلل النواحي العملية والفعالية للبروتوكول كصك لمحاربة الجريمة الدولية المنظمة .
