12. Mr. Nambiar (India) said that, although decolonization had truly been a success story of the United Nations, the General Assembly, in resolution 55/146 of December 2000, had nonetheless declared the period 2001-2010 the Second International Decade for the Eradication of Colonialism.
12 - السيد نامبيار (الهند): قال إنه رغم كون إنهاء الاستعمار يمثل أحد أكبر نجاحات الأمم المتحدة، فإن الجمعية العامة، أعلنت مع ذلك، في قرارها 55/146 المؤرخ كانون الأول/ديسمبر 2000 الفترة الفاصلة من 2001 إلى 2010 عقدا دوليا ثانيا للقضاء على الاستعمار.

Mr. Yahya (Libyan Arab Jamahiriya) recalled that the General Assembly, in resolution 146/55, had declared the period 2001-2010 the Second International Decade for the Eradication of Colonialism and had called upon Member States to redouble their efforts to implement the plan of action contained in the report of the Secretary-General (A/56/61).

Accordingly, as decolonization remained the unfinished business of the United Nations, after the completion of the first Decade, the General Assembly should declare a Second International Decade for the Eradication of Colonialism, with the provision of sufficient human and financial resources and expertise to foster real political and constitutional development in the remaining small islands Non-Self-Governing Territories.
