The Group of Non-Aligned States Parties to the Treaty believes that the five nuclear-weapon States have a special responsibility to ensure the entry into force of the Comprehensive Nuclear-Test-Ban Treaty, not only because they are among the 44 States listed in annex 2 to the Treaty, but also because, on account of their position, they are expected to lead in making the ban on tests a reality.
