In view of the anticipated future needs of the Commission concerning the editorial review of its documents, reports, etc., as well as possible amendments to the Scientific and Technical Guidelines, the Commission decided to convert the Editorial Committee from an ad hoc to a permanent subsidiary body of the Commission and elected Mr. Galo Carrera as its Chairman.

8. Regarding agenda item 5, entitled " Procedures for consideration of submissions at the subcommission level " , the Commission requested its Editorial Committee, under the chairmanship of Mr. Galo Carrera, to deliberate on the issue and prepare a draft proposal.
