63. Ms. Calcinari Van Der Velde (Bolivarian Republic of Venezuela), said that her Government's social investments, which had increased from 36 per cent to 60 per cent between 1998 and 2012, had reduced poverty by 50 per cent and extreme poverty by 70 per cent.

Ms. Calcinari Van Der Velde (Bolivarian Republic of Venezuela) said that her delegation had supported the consensus on the draft resolution because it believed that the fight against transnational organized crime should be conducted in line with the principles of international cooperation and respect for State sovereignty.

Ms. Calcinari Van Der Velde (Bolivarian Republic of Venezuela), speaking on behalf of the Southern Common Market (MERCOSUR) and associating herself with CELAC in the context of migrants' rights, women's empowerment, the promotion and protection of the rights of the child and social development, emphasized that human rights were universal, indivisible, interdependent and interrelated.

Ms. Calcinari Van Der Velde (Bolivarian Republic of Venezuela) said that, in accordance with the principles guiding her Government's foreign policy, her delegation had disassociated itself from the consensus on the draft resolution because country-specific resolutions undermined efforts at constructive negotiations and dialogue among parties, efforts which should be free of undue pressure or conditionalities.
