77. As regards languages, article 8 (1) of the Constitution states: " All indigenous languages of the Sudan are national languages and shall be respected, developed and promoted " . Article 8 (4) authorizes the legislature in any state to adopt any other national language as an additional official working language in addition to Arabic and English.
78- وفي مجال تطبيق تعدد اللغات نصت المادة 8(1) من الدستور على ما يلي: " جميع اللغات الأصلية السودانية لغات قومية يجب احترامها وتطويرها وترقيتها " ، كما منحت المادة 8(4) الهيئات التشريعية بالولايات الحق في جعل أي لغة قومية أخرى لغة عمل رسمية إلى جانب اللغتين العربية والإنكليزية.

120. Furthermore, any subnational legislature is permitted under the Constitution to adopt any other national language as an official working language in its area of jurisdiction, in addition to Arabic and English. The article also states that no discrimination is permitted against the use of either Arabic or English at any level of government or stage of education.
120- وقد ذهب المشرع إلى أكثر من ذلك، فقد أجاز الدستور لأي هيئة تشريعية دون مستوي الحكم القومي أن تجعل من أيّ لغة قومية أخرى لغة عمل رسمية في نطاقها إلى جانب اللغتين العربية والإنكليزية، كما أشارت المادة إلى أنه لا يجوز التمييز ضد استعمال أيّ من اللغتين العربية أو الإنكليزية في أيّ مستوي من مستويات الحكم أو في أيّ مرحلة من مراحل التعليم.

Article 20 of the framework Convention of the Council of Europe states that " in the exercise of the rights and freedoms flowing from the principles enshrined in the present framework Convention, any person belonging to a national minority shall respect the national legislation and the rights of others, in particular those of persons belonging to the majority or to other national minorities " .
