The report was presented at a crowded and emotional ceremonial meeting, which was attended by the President of the Republic and the Minister of Defence. Mr. Christian Tomuschat, the Commission’s Coordinator, detailed its main conclusions and recommendations — the fruit of a year and a half of work — on the human rights violations and acts of violence which occurred during the internal armed conflict.

Consequently, and in accordance with the relevant provisions of the Agreement on the Commission's establishment, the Secretary-General appointed Mr. Christian Tomuschat, a German university professor and former independent expert on Guatemala of the United Nations Commission on Human Rights, as a member of the Commission.

On the recommendation of Christian Tomuschat, an expert appointed by the United Nations, a Presidential Commission for Coordination of the Executive in Matters Relating to Human Rights (COPREDEH) was set up.

In an individual opinion, appended to the Committee's Views on each of these communications, Mr. Christian Tomuschat observed that it was not envisaged, " ... to grant States parties unfettered discretionary power to carry out wilful and deliberate attacks against the freedom and personal integrity of their citizens living abroad " .
