141. In paragraph 336, the Board emphasized all matters identified by the Office of Audit and Investigations in its audit of the Global Payroll, benefits and entitlements function.

13. Information technology 125. From its review of general and application controls over Global Payroll processing in the Atlas human capital management system in Copenhagen, the Board noted the following anomalies:

51. UNOPS informed the Board that the balance on account 23020 comprised entries in respect of UNDP and UNFPA that had been posted to the UNOPS accounts in error by the UNDP Global Payroll Services.

189. Inaccuracies in reporting by UNOPS to its clients on projects arise as a result of delays in processing imprest account expenditure, as well as delays in the posting of payroll expenditure by the UNDP Global Payroll Services.
189 - وتنجم الأخطاء، فيما يقوم به المكتب من عمليات لإبلاغ عملائه بشأن المشاريع، عن حالات التأخير في تجهيز نفقات حسابات السلف، فضلا عن حالات التأخير في تسجيل النفقات المتصلة بكشوف المرتبات من جانب دوائر كشوف المرتبات العالمية التابعة للبرنامج الإنمائي.

It requires that no one person should exercise both the human resources administrator (first authority) and the Global Payroll administrator (second authority) authority for any monthly payroll in order to ensure an independent check on the human resources administrator.
ويقتضي هذا الإطار ألا يمارس أي شخص مهام مدير الموارد البشرية (السلطة الأولى) وفي الوقت ذاته مهام مدير خدمات كشوف المرتبات العالمية (السلطة الثانية) فيما يتعلق بأي من كشوف المرتبات الشهرية، وذلك لكفالة التحقق بصورة مستقلة من عمل مدير الموارد البشرية.

The Board observed generic human resources profiles (5 profiles) users were granted more than one profile in the Atlas system, and that the roles of Human Resource Administrator, Global Payroll Administrator and Disbursement Officer were not adequately segregated as required by the internal control framework.
ولاحظ المجلس أن مستعملين ذوي أوصاف عامة تتعلق بالموارد البشرية (5 حالات) قد خُصص لهم في نظام أطلس أكثر من صفة واحدة، وأن الأدوار المنوطة بمدير الموارد البشرية ومدير خدمات كشوف المرتبات العالمية وموظف المدفوعات لم تُفصَل فصلا كافيا على النحو المطلوب في إطار الرقابة الداخلية.

685. In paragraph 53, UNFPA agreed with the Board's recommendation to (a) review its process with Global Payroll Services to ensure timely recovery of staff advances through payroll deductions and (b) assess the payroll system (Atlas) to ensure that it is correctly configured to recover advances.
