367. The Committee, reminds the State party, while noting its serious security concerns, of its obligation to report and to fully guarantee and implement the Covenant rights for all persons in all territories under its effective control.
367- واللجنة، إذ تأخذ علماً بهواجس الدولة الطرف الأمنية الكبيرة، تذكّرها بالتزامها بضمان وإعمال الحقوق المنصوص عليها في العهد، بالكامل، بالنسبة لجميع الأشخاص الموجودين في جميع الأقاليم التي تقع تحت سيطرتها الفعلية، والإبلاغ عنها.

Pursuant to article 2 of the Covenant, the State party has undertaken to ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in the Covenant and to provide an effective and enforceable remedy in case a violation has been established.
وعملا بالمادة 2 من العهد، تعهدت الدولة الطرف بأن تضمن لجميع الأشخاص الموجودين في إقليمها والخاضعين لولايتها التمتع بالحقوق المعترف بها في العهد وأن توفر سبيلا فعالا ونافذا يكفل الانتصاف في حالة ثبوت حدوث انتهاك ما.

It urges that Croatian officials ensure that members of the military and police refrain from criminal and other unacceptable behaviour, and increase their efforts to protect the human rights of all persons present in Croatia, including the Serb population.

2. In resolution 49/165, the General Assembly recognized the obligations of sending countries to protect and promote interests of their citizens and the obligations of receiving countries to ensure the human rights of all persons within their boundaries, and specifically those of women migrant workers.
٢ - وفي قرار الجمعية العامة ٤٩/١٦٥، سلمت الجمعية بالتزامات البلدان المرسلة بحماية ورعاية مصالح مواطنيها، وبالتزامات البلدان المستقبلة بتأمين حقوق اﻹنسان لجميع اﻷشخاص الموجودين داخل حدودها، وبخاصة حقوق العاملات المهاجرات.

(f) In particular, the provisions that restrict freedom of movement and freedom of residence of all persons who are lawfully within Cambodia should be deleted from the immigration draft;
)و( وعلى وجه التحديد، ينبغي أن تحذف من مشروع قانون الهجرة اﻷحكام التي تحد من حرية التنقل وحرية اﻹقامة بالنسبة لجميع اﻷشخاص الموجودين داخل كمبوديا بصورة قانونية؛

While acknowledging that it was the primary duty of a State to provide employment and appropriate training and education to its citizens to enable them to improve their lot in life, receiving countries also had a moral obligation, as signatories to the Charter of the United Nations, to ensure that the fundamental human rights and freedom of all persons within their boundaries were protected.
ومع الاعتراف بأن الواجب اﻷساسي ﻷية دولة هو توفير العمل والتدريب والتعليم الملائمين لمواطنيها لتمكينهم من تحسين نصيبهم من الحياة، فإنه يترتب على البلدان المستقبلة أيضا التزام معنوي، بوصفها موقعة على ميثاق اﻷمم المتحدة، بضمان حماية الحقوق المدنية اﻷساسية لجميع اﻷشخاص الموجودين داخل حدودها وحرية هؤلاء اﻷشخاص.

3- واللجنة، إذ تأخذ علماً بهواجس الدولة الطرف الأمنية الكبيرة، تذكّرها بالتزامها بضمان وإعمال الحقوق المنصوص عليها في العهد، بالكامل، بالنسبة لجميع الأشخاص الموجودين في جميع الأقاليم التي تقع تحت سيطرتها الفعلية، والإبلاغ عنها.

It should ensure equal treatment for all persons within its territory and subject to its jurisdiction, regardless of their national or ethnic origin, and in particular, pursue the review of all laws discriminating against Palestinian citizens of Israel and ensure that any future legislation is fully compatible with the principle of equality and non-discrimination.
وينبغي أن تكفل المساواة في المعاملة لجميع الأشخاص الموجودين في إقليمها والخاضعين لولايتها القضائية، بغض النظر عن أصلهم القومي أو الإثني، وأن تسعى على وجه الخصوص إلى مراجعة جميع القوانين التي تميز ضد المواطنين الفلسطينيين في إسرائيل، وإلى ضمان توافق أي تشريع يصدر في المستقبل توافقاً كاملاً مع مبدأ المساواة وعدم التمييز.

Healthcare is provided to all persons placed at immigrant holdings centres regardless of sex.
ويتم توفير الرعاية الصحية لجميع الأشخاص الموجودين في مراكز احتجاز المهاجرين بغض النظر عن نوع الجنس.
