The Committee notes that the climate of fear, insecurity and impunity resulting from the armed conflict and the states of emergency, declared in 2000 and 2004, have had a seriously negative physical and psychological impact on the sound development of children in the State party.

The Committee also regrets that the lack of meaningful statistical data on the allocation of resources for children in the State party has made it difficult to assess the progress achieved by the State party in this regard.
