٤٢ - ينبغي اتخاذ اجراءات محددة على اﻷصعدة الوطنية والثنائية ودون اﻹقليمية واﻹقليمية والدولية، حسب الاقتضاء، لمعالجة المشاكل والاحتياجات اﻹنمائية الخاصة للبلدان غير الساحلية النامية.

36. For the landlocked developing countries, trade was of special importance as a tool for mobilizing resources and stimulating investment and economic development.
36 - وأوضح مدى أهمية التجارة للبلدان غير الساحلية النامية باعتبارها أداة لتعبئة الموارد وتنشيط الاستثمارات والتنمية الاقتصادية.

62. Welcoming the " July package " adopted by the General Council of WTO on 1 August 2004, he said that current WTO negotiations on market access for agricultural and non-agricultural goods should focus on products of interest to landlocked developing countries, as called for in the Almaty Programme of Action and the São Paulo Consensus.
62 - وبعد أن رحب " ببرنامج تموز/يوليه " الذي اعتمده المجلس العام لمنظمة التجارة العالمية في 1 آب/أغسطس 2004، قال إن المفاوضات الحالية لمنظمة التجارة العالمية بشأن وصول السلع الزراعية وغير الزراعية إلى الأسواق، ينبغي أن تركز على المنتجات ذات الأهمية للبلدان غير الساحلية النامية حسبما ورد في برنامج عمل آلماتي وتوافق آراء ساو باولو.

It was encouraged that the international community had recognized the special needs of landlocked developing countries in the Almaty Programme of Action and that the need for trade facilitation and enhanced technical cooperation for landlocked developing countries had been stressed in the Asunción Platform.

Mr. Kittikhoun (Lao People's Democratic Republic), speaking on behalf of the Group of landlocked developing countries, said that, in order to ensure the full and effective implementation of the Almaty Declaration and Programme of Action, the current round of WTO negotiations on market access for agricultural and non-agricultural goods should give special attention to products of special interest to landlocked developing countries.
31 - السيد كيتيفون (جمهورية لاو الديمقراطية الشعبية): تحدث نيابة عن مجموعة البلدان النامية غير الساحلية، قائلا إنه لكي نضمن التنفيذ الكامل والفعال لإعلان آلماتي وبرنامج العمل، لابد لجولة المفاوضات الجارية في منظمة التجارة العالمية بشأن فرص دخول السلع الزراعية وغير الزراعية إلي الأسواق، أن تولي اهتماماً خاصاً بالمنتجات التي لها أهمية خاصة بالنسبة للبلدان غير الساحلية النامية.

The Almaty Programme of Action, adopted in 2003 at the International Ministerial Conference on Landlocked and Transit Developing Countries and Donor Countries and International Financial and Development Institutions on Transit Cooperation, addresses the special needs of landlocked developing countries within a new global framework for transit transport cooperation for landlocked and transit developing countries.
86- ويتناول برناج عمل ألماتي، المعتمَد في عام 2003 أثناء المؤتمر الوزاري الدولي للبلدان النامية غير الساحلية وبلدان المرور العابر والمؤسسات المالية والإنمائية الدولية بشأن التعاون في مجال النقل العابر، الاحتياجات الخاصة للبلدان غير الساحلية النامية ضمن إطار عالمي جديد للتعاون في مجال النقل العابر لصالح البلدان غير الساحلية وبلدان المرور العابر النامية.

(ii) Special events: round table on the impact of trade facilitation measures and the Aid for Trade initiative for the effective participation of landlocked developing countries in the international trading system (1); round table on regional and subregional efforts to develop a transit transport infrastructure in Africa, Asia and Latin America (1); panel on strengthening the legal framework on transit transport cooperation (1).

International support and assistance should therefore take fully into account the special vulnerabilities and developmental needs of land-locked and transit developing countries.
ولذلك ينبغي لتدابير الدعم والمساعدة الدولية أن تأخذ في الاعتبار الكامل أوجه الضعف والاحتياجات اﻹنمائية الخاصة للبلدان غير الساحلية النامية وبلدان المرور العابر النامية.

3. High transit transport costs remain the major barrier and they erode the competitive edge of land-locked developing countries in world trade.
٣- وتظل التكاليف العالمية للنقل العابر تشكل الحاجز الرئيسي وتعمل على تآكل الهامش التنافسي للبلدان غير الساحلية النامية في التجارة العالمية.

37. Lastly, the international community should address the special development concerns and needs of the landlocked developing countries through increased, timely and sustainable financial support to help them accelerate progress towards the achievement of the MDGs and strengthen their capacity to mitigate and adapt to climate change.
37 - واختتم كلمته بدعوة المجتمع الدولي إلى معالجة الشواغل والاحتياجات الإنمائية الخاصة للبلدان غير الساحلية النامية من خلال الدعم المالي المتزايد الجيد التوقيت لمساعدتها في تعجيل التقدم نحو تحقيق الأهداف الإنمائية للألفية وتعزيز قدرتها على التخفيف من تغير المناخ والتكيف معه.
