Decides to mandate a technical expert group drawn from Parties and signatories and based on equitable geographical representation of the five regional groups of the United Nations, to undertake work to further develop the framework, taking into account the elements listed in Annex I, and to submit the elaborated draft framework to the eleventh meeting of the Conference of the Parties for its consideration and possible adoption.
