In 1999, the Council requested the Secretary-General to submit a report containing concrete recommendations on ways the Council could improve the physical and legal protection of civilians in armed conflict.

30. The CANZ countries firmly believed that the principles of international humanitarian law and international human rights law must be respected by all in order to enhance the legal and physical protection of civilians in armed conflicts.
