It is recognized that developing countries, and also those with economies in transition, face the greatest challenges in building the governmental and industrial infrastructures needed to achieve the environmentally sound management of end-of-life mobile phones.

Project group 3.1 put forward a number of recommendations dealing with material recovery and recycling of the end-of-life mobile phones, as follows:

1. Parties and Signatories to the Basel Convention are encouraged to implement policies and/or programmes which promote the environmentally and economically sound material recovery and recycling of end-of-life mobile phones.
1 - يجب تشجيع الأطراف والموقعين على اتفاقية بازل على تنفيذ سياسات و/أو برامج من شأنها النهوض بعمليات استعادة المواد وإعادة التدوير السليمة بيئياً واقتصادياً للهواتف النقالة المنتهية الصلاحية.

Small and large manufacturers should continue to be involved in research activities to improve opportunities for material recovery and recycling of end-of-life mobile phones, and to improve environmental performance through longer lifetimes.
18 - وينبغي أن يستمر صغار وكبار مصنعي الهواتف في المشاركة في الأنشطة البحثية لتحسين فرص استعادة المواد وإعادة التدوير بالنسبة للهواتف النقالة المنتهية الصلاحية وتحسين الأداء البيئي خلال فترة عمر أطول.

The guidelines on material recovery and recycling of end-of-life mobile phones prepared by project group 3.1 also address the need for plant personnel to be properly trained and also to be provided with appropriate personal protective equipment.

20. Legal, technical, and financial assistance should be provided to developing countries and countries with economies in transition to help them establish the appropriate legal, technical and social infrastructures needed to achieve the environmentally sound management of end-of-life mobile phones.

19. Parties to the Basel Convention are encouraged to extend the role of Basel Convention regional centres in developing training and technology transfer on environmentally sound material recovery and recycling of end-of-life mobile phones so as to assist developing countries and countries with economies in transition in implementing regulatory frameworks for the environmentally sound management of end-of-life mobile phones.
19 - يجب تشجيع الأطراف في اتفاقية بازل على توسيع نطاق دور المراكز الإقليمية لاتفاقية بازل في تطوير التدريب ونقل التكنولوجيا بشأن العمليات السليمة بيئياً لاستعادة المواد وإعادة التدوير بالنسبة للهواتف النقالة المنتهية الصلاحية بحيث تساعد البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقال في التحول نحو تنفيذ أطر تنظيمية للإدارة السليمة بيئياً للهواتف النقالة المنتهية الصلاحية.
