1. Parties and Signatories to the Basel Convention are encouraged to implement policies and programmes which promote the environmentally and economically sound material recovery and recycling of end-of-life mobile phones.

Project group 3.1 put forward a number of recommendations dealing with material recovery and recycling of the end-of-life mobile phones, as follows:

At its sixth meeting, in Geneva in December 2002, the Conference of the Parties established a small group of experts from Parties and/or signatories interested in a sustainable partnership on the environmentally sound management of end-of-life mobile telephones plus representatives of the mobile phone manufacturers and a representative of the secretariat (decision VI/31).

5. The Basel Principles of self-sufficiency and least transboundary movement, together with the need for economic efficiency, should be taken into account when considering investments in mobile phone material recovery and recycling facilities or operations, and also when developing domestic policies for environmentally sound management of endoflife mobile phones.

(a) That Basel Convention transboundary movement controls should be implemented for endoflife mobile phones destined for material recovery and recycling (Annex IV B operations) or final disposal (Annex IV A operations) where the end-of-life mobile phones contain Annex I constituents, unless it can be demonstrated that these end-of-life mobile phones are not hazardous using Annex III characteristics;
