Moreover, in terms of contemporary international law, every State is under an obligation to refrain from any action aimed at the partial or total disruption of the national unity and territorial integrity of any other State or country.

Resolution 1514 (XV) declares that any attempt aimed at the partial or total destruction of the national unity and territorial integrity of a country is incompatible with the purposes and principles of the Charter of the United Nations.

It continued by noting that inadequacy of political, social, economic or educational preparedness was not to serve as a justification for delaying independence, while attempts aimed at the partial or total disruption of the national unity and territorial integrity of a country were deemed incompatible with the UN Charter.

Further, it is to be noted that this clause is immediately followed by the statement that " [e]very State shall refrain from any action aimed at the partial or total disruption of the national unity and territorial integrity of any other State or country " .

2. Calls upon all States to desist and refrain from actions aimed at the partial or total disruption of the national unity and territorial integrity of Ukraine, including any attempts to modify Ukraine's borders through the threat or use of force or other unlawful means;
