In the same resolution, the General Assembly reaffirmed the importance of developing, in accordance with national legislation, effective national institutions for the promotion and protection of human rights and of ensuring the pluralism of their membership and their independence, and encouraged Member States to establish or to strengthen national institutions and to incorporate those elements in national development plans.
٢ - وفي القرار نفسه، أكدت الجمعية العامة من جديد أن من المهم أن تُنشأ، وفقا للتشريع الوطني، مؤسسات وطنية فعالة لتعزيز وحماية حقوق اﻹنسان، وأن يُحرص على التعددية في تكوينها ويكفل استقلالها، وشجعت الدول اﻷعضاء على إنشاء مؤسسة وطنية أو على إفراد مكان لهذه المؤسسات في الخطوط اﻹنمائية الوطنية.

The purpose of the meeting was, inter alia, to invite comments on the Programme of Action for Technical Assistance to National Institutions (see para. 39 below) and on the Centre's draft Manual on the Establishment and Strengthening of effective national institutions.
