121. The National Council of the Judiciary is an independent and autonomous organ which is responsible for the selection and appointment of judges and procurators, except when the latter are elected by the people.

In Nigeria, high-ranking judicial officers such as the Chief Justice of the Federation and Justices of the Supreme Court were also appointed by the President but, rather than being limited to a specified list identified by the court as in the case of Chile, the President was able to appoint on the advice of the National Judicial Council.
