4. The Penal Code, in article 298, prohibits defamation and injury against a person or persons belonging to an ethnic, philosophical or determined religious group with the intent to incite hatred between the citizens or inhabitants of Algeria and provides for a fine or imprisonment.
4 - وتحظر المادة 298 من قانون العقوبات القذف والسب الموجهين إلى شخص أو أكثر ينتمون إلى مجموعة عرقية أو مذهبية أو إلى دين معين بغرض التحريض على الكراهية بين مواطني أو سكان الجزائر، ويعاقب على ذلك بالغرامة أو الحبس.

157. " Any defamation of one or more members of an ethnic or philosophical grouping or a specific religion, designed to stir up hatred between citizens or residents, shall be punishable by imprisonment for between one month and one year and a fine of between 300 and 3,000 Algerian dinars " (art. 298).
157- " ويعاقب على القذف الموجه إلى شخص أو أكثر ينتمون إلى مجموعة عنصرية أو مذهبية أو إلى دين معين بالحبس من شهر إلى سنة وبغرامة من 300 إلى 000 3 دينار جزائري إذا كان الغرض هو التحريض على الكراهية بين المواطنين أو السكان " . (المادة 298)

275. 86. Notwithstanding the fact that discriminatory practices are a phenomenon that has its roots outside Algerian society, which is fundamentally opposed to any form of racial, religious or cultural segregation, Algerian lawgivers have, since independence, treated as a crime any defamation directed at one or more persons belonging to an ethnic or philosophical group or to a specific religion.

The impression that seemingly " perpetual " religious or denominational differences lie at the root of respective problems can exacerbate feelings of helplessness and lead to inaction.
