(أ) أن تتخذ تدابير عاجلة لوضع حد للتعذيب في مراكز الشرطة وغيرها من أماكن الاحتجاز، بوسائل منها توفير التدريب المناسب لموظفي الشرطة والسجون والتحقيق في جميع شكاوى التعذيب وغيره من أشكال إساءة المعاملة ومحاكمة المذنبين ومعاقبتهم وإنفاذ القانون الذي يحظر قبول ما يُحصل عليه من أدلة بواسطة التعذيب؛

(5) The Committee welcomes the creation of the Rapid Reaction Group, the function of which is to visit police stations and other places of detention to carry out investigations promptly in response to complaints.

It is a matter of further concern that no independent inquiries are conducted in police stations and other places of detention to guarantee that no torture or illtreatment takes place, apart from a small number of inquiries with external participation quoted by the delegation (Covenant, arts. 7 and 10).

The State party should also be asked to avoid similar violations in future, by (a) introducing an effective system of oversight of police stations and other places of pretrial detention, including by creating a national preventive mechanism; (b) improving the training and performance review of relevant personnel; (c) ensuring the independence of medical and forensic examinations.

163. The Subcommittee recommends that police and other officials assigned to police stations and other police detention centres should receive proper training in the arrest and custody of persons deprived of their liberty, in human rights, including the prevention of torture and cruel, inhuman or degrading treatment, and in the proper use of registers.
