V. Policy conclusions 43. The Monterrey Consensus confirmed the continuing relevance of the policy proposals made regarding the resolution of the debt problems of developing countries in the two previous reports of the Secretary-General (A/55/422 and A/56/262).
43 - أكد توافق آراء مونتيري استمرار أهمية ما قدم في التقريرين السابقين للأمين العام ((A/55/422 و ((A/56/262 من مقترحات متعلقة بالسياسة العامة فيما يخص تسوية مشاكل المديونية في البلدان النامية.

G. Emerging debt problems
زاي - مشاكل المديونية الناشئة

1. Pursuant to General Assembly resolution 53/175 on enhancing international cooperation towards a durable solution to the external debt problem of developing countries, the present report analyses recent developments in the debt situation of developing countries, as well as new initiatives introduced by the international community to tackle the debt problems of developing countries.
١ - عملا بقرار الجمعية العامة ٥٣/١٧٥ المتعلق بتعزيز التعاون الدولي من أجل إيجاد حل دائم لمشكلة الديون الخارجية للبلدان النامية، يتناول هذا التقرير بالتحليل التطورات اﻷخيرة المتصلة بحالة ديون البلدان النامية، فضلا عن المبادرات الجديدة المتخذة من المجتمع الدولي لمعالجة مشاكل المديونية التي تواجهها البلدان النامية.

The Evian approach, devised as a more flexible way to address the problems of indebtedness and other aspects of debt management in developing countries, should be further considered, as should the mechanisms adopted by the international community to resolve issues of sovereign debt owed to private creditors.
أما نهج ايفيان، الذي وضع كوسيلة أكثر مرونة لمعالجة مشاكل المديونية والجوانب الأخرى لإدارة الدين في البلدان النامية، فإنه ينبغي أيضاً أن يحظى بمزيد من الاهتمام وأيضاً الآليات التي أقرها المجتمع الدولي لحل مسائل الديون السيادية المستحقة للدائنين في القطاع الخاص.

Therefore, in addition to the significant steps taken by the creditors to alleviate the debt problem, further measures are necessary to address effectively, and in a comprehensive manner, the problems of heavily indebted low-income developing countries, particularly those in Africa.
ولذلك، فباﻹضافة إلى الخطوات الملموسة التي اتخذها الدائنون لتخفيف مشكلة الدين عموما ، يلزم اتخاذ المزيد من التدابير للقيام بصورة فعالة وشاملة بمعالجة مشاكل المديونية الثقيلة التي تعاني منها بعض البلدان النامية المنخفضة الدخل خاصة في أفريقيا.
