In the context of human resources management and the ongoing reform in this area, the Special Committee recalls that the General Assembly, in paragraph 4 of section VIII of its resolution 63/250, requested the Secretary-General to submit proposals on a strategy to implement an efficient and effective training and professional development programme.

In this context, it is regrettable that the General Assembly's repeated recommendations that a meeting of experts should be convened to consider further the issue of mercenaries and to make proposals on a clearer legal definition in order to assist in the prevention and punishment of mercenary activities have not been taken up as yet, owing to lack of financial resources.
٤٦ - ومن المؤسف، في هذا السياق، أن التوصية التي كررتها الجمعية العامة بضرورة عقد اجتماع خبراء ﻹمعان النظر في قضية المرتزقة وتقديم مقترحات بشأن وضع تعريف قانوني أوضح من أجل منع أنشطة المرتزقة ومعاقبة القائمين بها، لم تُنفﱠذ بعد بسبب الافتقار إلى الموارد المالية.

82.
