4. As requested in the above-mentioned presidential statement, practical and concrete recommendations have been prepared following extensive consultations conducted by my Special Representative for West Africa within the United Nations system and among subregional organizations, especially the Economic Community of West African States (ECOWAS), and leading representatives of West African civil society organizations.

Recommendation 1. my Special Representative for West Africa should organize regular meetings among the senior staff of the various United Nations political and peacekeeping missions in the region, as well as the regional heads of the principal United Nations agencies and programmes covering humanitarian and development issues.
التوصية 1 ينبغي أن ينظم ممثلي الخاص لغرب أفريقيا اجتماعات منتظمة فيما بين كبار موظفي مختلف البعثات السياسية وبعثات حفظ السلام التابعة للأمم المتحدة في المنطقة، فضلا عن الرؤساء الإقليميين للوكالات والبرامج الرئيسية للأمم المتحدة تتناول المسائل الإنسانية والإنمائية.

6. my Special Representative for West Africa has been actively cooperating with the States and organizations in the subregion to deal with sensitive cross-border security problems, such as the illicit trafficking of weapons and combatants.

26. As called for in the July 2004 report of the Security Council mission to West Africa, my Special Representative for West Africa continued to hold regular meetings of the heads of the United Nations presences in the region.
26 - وواصل ممثلي الخاص لغرب أفريقيا عقد اجتماعات منتظمة لرؤساء مكاتب الأمم المتحدة في المنطقة وفقا لما طُلب منه في تقرير تموز/يوليه 2004 لبعثة مجلس الأمن إلى غرب أفريقيا.

25. While the recruitment process for the new Special Envoy for the Sahel was under way, my Special Representative for West Africa demonstrated effective leadership in overseeing the implementation of the United Nations integrated strategy for the Sahel.
25 - وبينما كانت عملية توظيف المبعوث الخاص الجديد لمنطقة الساحل جارية، أظهر ممثلي الخاص لغرب أفريقيا قيادة فعالة في الإشراف على تنفيذ استراتيجية الأمم المتحدة المتكاملة لمنطقة الساحل.

31. In view of the persisting violence and insecurity in the north-eastern part of Nigeria, and following consultations with President Jonathan, on 8 May I designated my Special Representative for West Africa as my High-level Representative to Nigeria.

The Minister for Foreign Affairs of Mali addressed a similar letter to my Special Representative for West Africa on 19 September, in which he sought assistance in the areas of elections and governance.

33. Since the second meeting of the Support and Follow-up Group, my Special Representative for West Africa has intensified his shuttle diplomacy with the Malian transitional authorities, other national stakeholders, regional leaders and the ECOWAS Commission.

41. my Special Representative for West Africa has also impressed upon all Malian stakeholders the importance of seeking a negotiated settlement to the situation in northern Mali and, in this regard, the urgency of setting up the negotiations committee announced by the interim President in July.

I intend to strengthen the United Nations presence in Bamako in the coming days through the deployment of a senior United Nations official who will be responsible for interacting on a daily basis with key stakeholders, under the direction of my Under-Secretary-General for Political Affairs, and will also report to my Special Representative for West Africa and to my Special Envoy for the Sahel.
