Article 4 of the Declaration states that, " all acts of enforced disappearance shall be offences under criminal law punishable by appropriate penalties which shall take into account their extreme seriousness " .
19- وتنص المادة 4 من الإعلان على أن " يُعتبَر كل عمل من أعمال الاختفاء القسري جريمة يعاقب عليها بالعقوبات المناسبة التي تراعى فيها شدة جسامتها في نظر القانون الجنائي " .

Furthermore, article 8 of the Declaration states that " everyone has the right to an effective remedy by the competent national tribunals for acts violating the fundamental rights granted him by the constitution or by law " .
