It is a failure that demands reinvigorated commitment and determined action so as to meet the following core challenges: enhancing compliance with international law; enhancing compliance by non-State armed groups; enhancing protection through more effective and better resourced United Nations peacekeeping and other relevant missions; enhancing humanitarian access; and enhancing accountability for violations.

تشجيع بعثات الأمم المتحدة لحفظ السلام وغيرها من البعثات ذات الصلة التي يأذن بها مجلس الأمن، حسب الاقتضاء وعلى أساس كل حالة على حدة، على منع الاستيلاء غير القانوني على الأراضي ومصادرة الأراضي والممتلكات الخاصة باللاجئين والأشخاص المشردين داخليا، وضمان حماية اللاجئين العائدين والأشخاص المشردين داخليا.

(k) Mandating United Nations peacekeeping and other relevant missions to prevent the illegal appropriation or confiscation of land and property, to identify and register land and property abandoned by refugees and displaced persons and to issue ownership documentation where this has been lost or destroyed;
(ك) تكليف بعثات الأمم المتحدة لحفظ السلام وغيرها من البعثات ذات الصلة بمهمة الحيلولة دون الاستيلاء غير القانوني على الأراضي والممتلكات ومصادرتها، وتحديد الأراضي والممتلكات التي يتخلى عنها اللاجئون والمشردون وتسجيلها، وإصدار وثائق إثبات الملكية في حال ضياع تلك الوثائق أو تلفها؛

(c) Restorative actions, such as the inclusion of the right to return and restitution of housing, land or property in all future peace agreements and all relevant Council resolutions, and the inclusion of housing, land and property issues as an integral part of future peacekeeping and other relevant missions, with provisions for dedicated, expert capacity to address these issues.
