We call on States Members of the United Nations and UNCLOS States parties to continue efforts to adopt measures that will allow the Commission to perform its functions under the Convention expeditiously, efficiently and effectively, while maintaining its high level of quality and expertise.
ونناشد الدول الأعضاء في الأمم المتحدة والدول الأطراف في اتفاقية الأمم المتحدة لقانون البحار مواصلة جهودها لاتخاذ تدابير تمكن اللجنة من أداء مهامها بموجب الاتفاقية بشكل يتسم بالسرعة والكفاءة والفعالية، بينما تحافظ على مستواها الرفيع من حيث الجودة والخبرة.

1. The Commission shall meet at least once a year and as often as is required for the effective performance of its functions under the Convention, in particular, to consider submissions by coastal States and to make recommendations thereon.
١ - تجتمع اللجنة مرة واحدة على اﻷقل في السنة وكلما اقتضى اﻷمر ﻵداء مهامها بموجب الاتفاقية بفعالية، وخاصة للنظر في الطلبات التي تقدمها الدول الساحلية ولتقديم توصيات بشأنها.

2. By paragraph 4 of the same decision, the COP stressed that, with a view to enabling the secretariat to effectively discharge its functions under the Convention, such an agreement should, in particular, reflect the following:
٢- وشدد مؤتمر اﻷطراف، بالفقرة ٤ من نفس المقرر، على أنه ينبغي بهدف تمكين اﻷمانة من تأدية مهامها بموجب الاتفاقية أن يعكس مثل هذا الاتفاق بصورة خاصة ما يلي:

(b) The Secretary-General shall provide the Committee with the necessary staff and facilities for the effective performance of its functions under the Convention;
(ب) يوفر الأمين العام للجنة ما يلزمها من الموظفين والمرافق لأداء مهامها بموجب الاتفاقية أداء فعالا؛

The Parties' assessments of the reports prepared for the COP by the Secretariat on the execution of its functions under the Convention were sharply polarized.
21- وانقسمت تقييمات الأطراف للتقارير التي أعدتها الأمانة عن أداء مهامها بموجب الاتفاقية لتقديمها إلى مؤتمر الأطراف انقساماً حاداً بين اتجاهين متعارضين.

16. According to article 23, paragraph 2 (f), of the Convention, the secretariat shall prepare reports on the execution of its functions under the Convention and to present them to the COP.
16- على الأمانة، وفقاً للفقرة 2(و) من المادة 23 من الاتفاقية، أن تُعدّ تقارير عن تنفيذ مهامها بموجب الاتفاقية وتقدمها إلى مؤتمر الأطراف.

Article 23, paragraph 2 (f), of the United Nations Convention to Combat Desertification (UNCCD) requests the secretariat to prepare reports on the execution of its functions under the Convention and to present them to the Conference of the Parties (COP).
