In this connection, the members of the Security Council, at the informal consultations held on 27 March 1991, expressed their wish to be briefed by the Secretary-General on the response of the international community to the situation of Member States confronted with special economic problems arising from the application of sanctions against Iraq, and the then occupied Kuwait, pursuant to Council resolution 661 (1990).
٣٦ - وفي هذا الصدد، أعرب أعضاء مجلس اﻷمن، في المشاورات غير الرسمية التي جرت في ٢٧ آذار/ مارس ١٩٩١، عن رغبتهم في أن يطلعهم اﻷمين العام على مدى استجابة المجتمع الدولي لحالة الدول اﻷعضاء التي تواجه مشاكل اقتصادية خاصة ناشئة عن تطبيق الجزاءات ضد العراق والكويت المحتلة آنذاك، عملا بقرار المجلس ٦٦١ )١٩٩١(.

In accordance with the relevant resolutions of the General Assembly, the competent units within the Secretariat have maintained their capacity to compile and evaluate information pertaining to any special economic problems in third States arising from the application of sanctions and to evaluate any appeals to the Security Council made by such affected third states under the provisions of Article 50 of the Charter of the United Nations.

He was pleased to note that in the period covered by the Secretary-General's report on implementation of the provisions of the Charter related to assistance to third States affected by sanctions (A/63/224), no sanctions committees had been approached by Member States with regard to special economic problems arising from the implementation of sanctions.
