89. Mr. Haapea (Finland) said that while the gravest crimes known to man had a long history and, all too often, the perpetrators had escaped with impunity, since the early 1990s the international demand for accountability had grown.
89 - السيد هابيا (فنلندا): قال إنه رغم التاريخ الطويل لأخطر الجرائم التي عرفها الإنسان، ورغم أن مرتكبيها قد نجحوا في أغلب الأحيان من الإفلات من العقاب، إلا أن المطالبة الدولية بفرض المساءلة قد تزايدت منذ مطلع التسعينات من القرن العشرين.

4. Mr. Haapea (Finland), speaking on behalf of the Nordic countries (Denmark, Finland, Iceland, Norway and Sweden), said it was clear from the Secretary-General's report (A/65/76) that international courts, tribunals and other bodies regularly referred to the articles on State responsibility as established rules or as part of customary international law, reflecting their strong and authoritative impact on international dispute settlement.
