22. Nguyen Hoang Hai, also known as blogger Dieu Cay, was born in 1952, residing in Ho Chi Minh City. He was sentenced to 30 months in prison by the People's Court of District 3, Ho Chi Minh City on 10 September 2008. He was found guilty of tax evasion in accordance with article 161 of the Penal Code.
