Some States, in particular developing coastal States, have not become parties to the Agreement owing to the misconception that the Agreement addresses the conservation and management of fish stocks on the high seas only and therefore does not have any relevance to the conservation and management of fishery resources in exclusive economic zones.

In addition, the Conference adopted a resolution on interim arrangements for the conservation and management of the high-seas fishery resources in the southern Indian Ocean, and called all interested States and regional economic integration organizations to cooperate towards the conservation and management of the fishery resources covered by the Agreement, pending its entry into force.
