It was noted that the strategy was well spelled out, particularly with regard to maintaining of linkages with other parts of the United Nations system, and that it was in full accordance with the report of the Secretary-General entitled " Follow-up mechanism for coordinating, monitoring and reviewing the implementation of the Programme of Action for the Least Developed Countries for the Decade 2001-2010 " (A/56/645).

The Chairman suggested that the Committee should recommend that the General Assembly should take note of the report of the Secretary-General entitled " Preparations for the Eleventh Congress on Crime Prevention and Criminal Justice " (A/57/154) and the report of the Secretary-General entitled " Prevention of corrupt practices and transfer of funds of illicit origin " (A/57/158 and Add.1 and 2).

He recalls, in particular, that enhancing staff mobility has been part of the human resources strategy of the Organization since the early 1990s and was recognized as essential in both the report of the Panel on United Nations Peace Operations (the " Brahimi report " ) (A/55/305) and the report of the Secretary-General entitled " Investing in people " (A/61/255).

San Marino has followed very attentively the reform process initiated by the Secretary-General and has actively participated in the discussions of the Panel's report and of the Secretary-General's report entitled " In larger freedom " , as well as in the negotiations of the outcome document of the General Assembly.

16. the Secretary-General's report entitled " Preparations for the tenth anniversary of the International Year of the Family in 2004 " (A/58/67) described the preparations for the observance of the tenth anniversary of the Year in 2004 on the global, regional and national levels and made suggestions for the observance of the anniversary.

That position is not new in Africa; it predates both the report of the High-level Panel (A/59/565) and the Secretary-General's report entitled " In larger freedom " (A/59/2005).
