In August 1999, the Ministry of Justice and Public Order had submitted a second report to the Committee on the Elimination of Racial Discrimination, and the Committee had expressed satisfaction at the fact that international human rights instruments became an integral part of Haiti's domestic legislation.

(b) There is no significant overlapping of responsibilities between the Ministry of Justice and Public Order and the Ministry of Labour and Social Insurance. Both Ministries appeared to have very distinct responsibilities and roles.
