8.2 The mandate of the programme covers four main elements:

The Governing Council, in its decision 19/1 of 7 February 1997, redefined and clarified the role and mandate of UNEP in the Nairobi Declaration on the Role and mandate of UNEP, which the Assembly subsequently endorsed in the annex to its resolution S/19-2 of 28 June 1997.
وقد أعاد مجلس الإدارة تحديد وتوضيح دور وولاية البرنامج وذلك في مقرره 19/1 المؤرخ 7 شباط/فبراير 1997، في إعلان نيروبي المتعلق بدور برنامج الأمم المتحدة للبيئة وولايته، الذي صادقت عليه الجمعية العامة فيما بعد في مرفق قرارها دإ-19/2 المؤرخ 28 حزيران/يونيه 1997.

4.3 The mandate for the programme derives from the responsibilities entrusted to it by the Secretary-General and other units of the Secretariat and the principal decision-making organs of the United Nations in accordance with the Charter of the United Nations and the Statute of the International Court of Justice.
