9.2 Article 14, subparagraph 3 (a), gives the right to everyone charged with a criminal offence to be informed " promptly and in detail in a language which he understands of the nature and cause of the charge against him " .
٩-٢ فالفقرة الفرعية ٣ )أ( من المادة ١٤ تعطي الحق لكل متهم بجريمة في أن يتم إعلامه " سريعا وبالتفصيل، وبلغة يفهمها، بطبيعة التهمة الموجهة إليه وأسبابها " .

13. The detention of the above-mentioned three brothers is also in violation of article 14, paragraph 3 (a) and (c), of the International Covenant on Civil and Political Rights, which requires that everyone shall be entitled " to be informed promptly and in detail in a language which he understands of the nature and cause of the charge against him " and " to be tried without undue delay " .

4.8 As for the allegation that the information and sanctions procedure followed by the Belgian State attests to the absence of functional guarantees, the State party notes that article 14, paragraph 3, of the Covenant provides for anyone charged with a criminal offence to be informed of the charge against him, and that it therefore does not apply to measures that are neither charges nor criminal sanctions.
