As you know, Egypt claimed, in its reply to the previous note from the Sudanese Government, that it has a legitimate right to the Halayib region and that it was acting within that context.
فكما تعلمون أن مصر قد زعمت في معرض ردها على مذكرة حكومة السودان السابقة أن لها حقا قانونيا في منطقة حلايب وأن ما قامت به قد تم في ذلك اﻹطار.

It should be noted that all previous population censuses from the independence of Sudan until the present Egyptian military occupation have included the region of Halayib.
والجدير بالذكر أن كل عمليات التعداد السكاني السابقة منذ استقلال السودان حتى الاحتلال العسكري المصري الحالي كانت قد شملت اقليم حلايب.

Not content with the aforesaid measures, the Egyptian Government also intensified its provocations and threats of resorting to force, and committed an aggression against the disputed Halayib area and other parts of Sudanese territory, as indicated below:
ان حكومة جمهورية مصر العربية لم تكتف باتخاذ اﻹجراءات المشار اليها أعلاه فحسب، بل صعدت عمليات اﻹثارة والتهديد بالقوة، والعدوان على منطقة حلايب المتنازع عليها وغيرها من اﻷراضي السودانية وتم ذلك على النحو اﻵتي:

(iv) Sixty-eight soldiers were sent as reinforcements to the town of Halayib.
٣ - تواجد نشاط إنشائي بجزيرة حلايب حيث أقيم عدد ٤ كشك خشبي.

Since the Sudan is fully aware of the rules and possible frameworks for addressing the situation at this stage of development of the dispute, we are anxious to place the Council in possession of the facts relating to all ongoing developments on the ground in the Halayib triangle.
ولما كان السودان يعي تماما قواعد وأطر المعالجة في هذه المرحلة من تطور النزاع، فإننا نحرص على تسليك مجلسكم الموقر الحقائق المتعلقة بكل المستجدات التي تطرأ على الوضع في مثلث حلايب.

" Recently Sudanese elements in the Halayib triangle and Shalatin area engaged in actions which constituted an escalation of hostility and which can be summarized as follows:
" خلال الفترة اﻷخيرة قامت العناصر السودانية بمنطقة مثلث حلايب وشلاتين بالعديد من اﻹجراءات التصعيدية للموقف والتي تتلخص في اﻵتي:

Every effort must be made to effect the withdrawal, within 48 hours, of the reinforcements, whether civilian police or military personnel at Halayib, and to put an end to the construction activities in Halayib Island.
إن هذه اﻹجراءات تعتبر إجراءات تصعيدية للموقف وغير مقبولة لذا يتم اتخاذ كافة اﻹجراءات لسحب اﻷفراد الزيادة سواء من نقطة الشرطة المدنية أو اﻷفراد العسكريين من حلايب وإيقاف أي أنشطة بجزيرة حلايب على أن يتم ذلك خلال ٤٨ ساعة من اﻵن.

Thus, the reasoning followed in the series of letters from the Sudan to the President of the Security Council claiming that the Halayib triangle area is in Sudanese territory and not Egyptian territory is specious and is no substitute for history or law in their true context, which precision and accuracy demand.
ومن ثم فإن اﻷساس الذي بنيت عليه سلسلة الرسائل السودانية الموجهة إلى رئاسة المجلس، وهو الادعاء بأن منطقة مثلث حلايب لم تعد أرضا مصرية بل هي أرض سودانية، يرتكز على مفاهيم خاطئة، ولا يتعامل مع التاريخ والحقوق في أطرها الصحيحة التي تضع النقاط فوق حروفها.

Security Council Further to our notes of 27 December 1992, 7 January 1993 and 11 January 1993 respectively, regarding the aggression by the Arab Republic of Egypt against the Sudanese region of Halayib, we should like to bring the following matters to the attention of the Security Council;
إلحاقا لمذكرتنا لكم رقم وخ/م ت/١/١/٦١ بالتواريخ ٢٧ ديسمبر ١٩٩٢م و ٧ يناير ١٩٩٣م و ١١ يناير ١٩٩٣م على التوالي، الخاصة بعدوان جمهورية مصر العربية على منطقة حلايب السودانية، نود أن ننقل لعلم مجلسكم الموقر ما يلي:

(a) The Egyptian Minister of Housing paid a number of visits to the Halayib area, after which he announced that 1,036 desert dwellings had been built and that it had been decided to begin immediate implementation of an integrated plan for the development of the region.
أ( قـــام وزير اﻹسكـــان المصري بعدة زيارات لمنطقــة حلايب أعلن بعدها أنه تمت إقامة ٠٣٦ ١ مسكنا بدويا وأن هناك خطة متكاملة لتنمية المنطقة تقرر البدء في تنفيذها فورا.

2. Accordingly, the attempts made at a number of points in the letter from the Minister for Foreign Affairs of Egypt addressed to you to belittle and disparage the importance of our previous letters assuredly do not refute an official position registered by the Sudan with the Council concerning Egyptian occupation and Egyptian violations of the Sudan's sovereignty in the Halayib region.
٢ - لذلك، فإن المحاولات الواردة في عدد من فقرات رسالة وزير خارجية جمهورية مصر العربية لكم بهدف التقليل والانتقاص من أهمية رسائلنا السابقة لكم هي بالتأكيد محاولات لا تنفي موقفا رسميا سجله السودان لدى مجلسكم الموقر من احتلال وانتهاكات مصرية لسيادة السودان في إقليم حلايب.

5. The Minister for Foreign Affairs of Egypt is also of the view that Egypt's sovereignty over the Halayib area is based on the factual situation. Without entering into details, we should like to state that the modification of the 1899 Agreement was carried out with the intention of amending the 22nd parallel to accord with the demographic situation in terms of tribal affiliation and allegiance in the two countries.
٥ - ويرى السيد وزير خارجية مصر أن سيادة مصر على إقليم حلايب ترتكز أيضا على الواقع، ودون الدخول في التفاصيل نفيد بأن التعديل الذي طرأ على وفاق ١٨٩٩ تم بقصد تصحيح خط ٢٢ درجة شمال ليتلائم وينسجم مع الواقع السكاني من حيث الانتماء والولاء القبلي لكلا البلدين.

(c) On 2 February 1993, Egypt signed agreements with Germany and Japan for the export of 20,000 tons of manganese from the Halayib area. Agreements were also concluded with Germany and Austria for the export of 50,000 tons of aluminate from the Halayib area, and on 8 November 1992, Egypt invited international tenders to drill for petroleum in the area of the Red Sea and Halayib.
ج( تم توقيع اتفاق بين مصر وكل من ألمانيا واليابان بتاريخ ٢/٢/١٩٩٣م لتصدير ٢٠ ألف طن منجنيز من منطقة حلايب وكذلك تم الاتفاق مع كل من ألمانيا والنمسا لتصدير ٥٠ ألف طن من اﻷلومنيت من منطقة حلايب، وبتاريخ ٨/١١/١٩٩٢م أعلنت مصر عن عطاءات عالمية للتنقيب عن البترول بمنطقة البحر اﻷحمر وحلايب.

(d) On 19 August 1992, the Egyptian Ministry of Awqaf published a decision to appropriate all the mosques in the Halayib area and sent teams to boost religious awareness in the area. On 13 July 1992, Egypt re-enforced its media presence by means of around-the-clock radio broadcasts to Halayib and by relaying television to it.
د( أصدرت وزارة اﻷوقاف المصرية في ١٩/٨/١٩٩٢م قرارا بضم كل المساجد في منطقة حلايب إليها وأرسلت قوافل التوعية الدينية في المنطقة، كما عززت مصر في ١٣/٧/١٩٩٢م وجودها اﻹعلامي ببث إذاعي ٢٤ ساعة لمنطقة حلايب وتوصيل البث التلفزيوني إليها.

(g) On 23 April 1993, the Egyptian authorities detained two vehicles in the Halayib region and arrested their occupants, who were Sudanese officials entrusted with carrying out the fourth census in Halayib within the framework of the general population census in all regions of Sudan.
ز( حجزت السلطات المصرية في ٢٣ أبريل ١٩٩٣م في إقليم حلايب عربتين واعتقلت من فيهما من المسؤولين السودانيين المكلفين بإجراء التعداد السكاني الرابع في حلايب في إطار عملية التعداد السكاني الشامل في كل أقاليم السودان وأجبرتهم على العودة جنوب خط ٢٢ ومنعتهم من أداء واجبهم القومي.

As for the allegations made in the latest letter from the Sudan, it should be noted that, since 1899, Egypt has never relinquished its sovereignty over the Halayib region. In fact, despite the aforementioned administrative functions which Egypt entrusted to the Sudan in the region, Egypt continues - and shall continue - to exercise its sovereignty over the region without interruption.
وبمناسبة اﻹدعاءات الواردة في الرسالة السودانية الجديدة الموجهة إليكم، فمن اﻷهمية التذكير بأن مصر لم تنقطع عن مباشرة السيادة على منطقة حلايب منذ عام ١٨٩٩، إذ على الرغم من التسهيلات اﻹدارية المشار إليها والممنوحة من جانبنا للسودان في المنطقة، فإن مصر ظلت - وسوف تظل - تباشر عليها سيادتها على نحو مستمر ودون انقطاع.

Accordingly, we call upon you to have the Council assume the task of containing an explosive situation that poses a threat to security and peace in the region and to induce Egypt to withdraw its forces from the Halayib region, rescind all of the measures it has taken in the area and ensure an appropriate atmosphere for the resumption of the talks within their proper legal framework.
هذا هو موقف السودان الرسمي بشأن النزاع حول إقليم حلايب، وندعوكم من هذا المنطلق ليضطلع مجلسكم الموقر باحتواء هذا الوضع المتفجر الذي يهدد اﻷمن والسلم في المنطقة، وحمل مصر على سحب قواتها من إقليم حلايب. وإلغاء كل الاجراءات التي قامت بها في اﻹقليم، وتوفير المناخ الملائم لاستئناف المحادثات في إطارها القانوني.
