429. The responsibility for these economic crimes falls squarely on the aggressor States, the rebel movements and their accomplices.

413. The illegal exploitation of Congolese mineral resources by the aggressor States violates:

16. It should also be pointed out that the aggressor States are violating relevant provisions of the African Charter on Human and Peoples' Rights of 1981, specifically article 21, paragraph 1, thereof, which reads as follows: " All peoples shall freely dispose of their wealth and natural resources.

Accordingly, although the Congolese Government believes that Rwanda is experiencing security problems, it cannot accept that security guarantees for Rwanda and the other aggressor States should be sought at the expense of the Congolese people or their country's sovereignty and territorial integrity.
