49. Another indication of the inadequacy of the Amega report is the fact that although investigations are supposed to have been carried out for the period between March 1993 and October 1994, the report says nothing about the period between April and July 1994.

There was a deliberate decision not to subject this period to any in-depth investigation by the Amega mission, for that was likely to implicate France in crimes committed in Rwanda and the eastern part of the Democratic Republic of the Congo, and this in turn would have carried the risk not only of endangering Franco-African " alliances " , but also of distorting the political goals pursued by the investigation.

42. Despite the letter dated 15 July 1997 from the Secretary-General of the United Nations stipulating 1 March 1993 as the starting date for the investigation and indicating that the report should be submitted to the General Assembly of the United Nations not later than December 1997, Mr. Koffi Amega and his team gave an extensive and biased interpretation to the effect that the investigation would end only when the report was completed.
٢٤ - وبالرغم من رسالة اﻷمين العام لﻷمم المتحدة المؤرخة ١٥ تموز/يوليه ١٩٩٧ والتي تحدد تاريخ بداية الفترة المشمولة بالتحقيق، وهو ١ آذار/ مارس ١٩٩٣، وتشير إلى أن التقرير سيقدم إلى الجمعية العامة لﻷمم المتحدة في موعد أقصاه كانون اﻷول/ ديسمبر ١٩٩٧، فإن السيد كوفي أميغا والفريق التابع له أولوها تأويلا موسعا ومغرضا مفاده أن التحقيق لا يمكن أن يتوقف إلا بالانتهاء من إعداد التقرير.

In response to the Government, I extended the period under investigation back to 1 March 1993. I appointed Chief Justice Atsu-Koffi Amega (Togo) as leader of my Investigative Team, with a mandate to investigate serious violations of human rights and international humanitarian law alleged to have been committed in the Democratic Republic of the Congo up to 31 December 1997.
