I also have the pleasure of welcoming to the Committee Mr. Marrack Goulding, the Under-Secretary-General for Political Affairs, and Mr. Vladimir Petrovsky, Secretary-General of the Conference on Disarmament and Personal Representative of the Secretary-General.

I take this opportunity to address our greetings to our new Secretary-General of the Conference and Personal Representative of the Secretary-General of the United Nations, Mr. Vladimir Petrovsky, and the new Deputy Secretary-General, Mr. Abdelkader Bensmail, as well as the members of their secretariat.

كما أود أن أعرب عن تحياتي لصديقي القديم العالِم الشهير في نزع السلاح، السيد فلاديمير بتروفسكي، اﻷمين العام الموقر لمؤتمر نزع السلاح والممثل الشخصي ﻷمين عام اﻷمم المتحدة.

Since I am taking the floor for the first time at this session, allow me to take this opportunity to extend a warm welcome to Mr. Petrovsky, the Secretary-General of the CD and Personal Representative of the Secretary-General of the United Nations. Mr. Petrovsky's profound knowledge of international political and disarmament affairs and his extensive experience are invaluable assets to all of us.

Distinguished colleagues, as the Secretary-General of the Conference on Disarmament and Personal Representative of the Secretary-General, I would like to join my voice with those who condemn the perpetrators of this barbaric act of terrorism and who insist that there is no justification for this criminal act and that the perpetrators should be brought to justice.
أيها الزملاء الموقرون، بصفتي أميناً عاماً لمؤتمر نزع السلاح وممثلاً شخصياً للأمين العام للأمم المتحدة، أود أن أضم صوتي إلى صوت الذين يشجبون منفذي هذا العمل الإرهابي الهمجي ويصرون على أن ليس ثمة ما يبرر هذا العمل الإجرامي وعلى ضرورة تقديم مرتكبيه إلى العدالة.
