The Opening Plenary took place on Tuesday, 5 August 2008 and was chaired by Hon. Marco Hausiku, Minister of Foreign Affairs of Namibia, assisted by H.E Marisol Argueta de Barillas, Minister of Foreign Affairs of El Salvador and Dr. Viktar Gaisenak, Deputy Minister of Foreign Affairs of Belarus.

Ms. Argueta (El Salvador) said that the forthcoming fiftieth anniversary of the Universal Declaration of Human Rights should serve as an opportunity for strengthening the United Nations human rights programme, and noted with satisfaction that specific steps had been taken to enhance coordination to achieve the goals in that field.

28. Ms. Argueta (El Salvador), in reply to the questions concerning ISDEMU, said that the Institute was under the National Secretariat for the Family, and was composed of the eight Ministries involved with women's issues, which included the Ministries of Education, Labour and Agriculture.

Of the conflicts that have taken place since the signing of the Agreement on a Firm and Lasting Peace, many are connected with disputes over property rights, such as the Sayaxché conflict in El Petén Department, which led to violence, or the demarcation of boundaries between communities and towns, such as the conflict between the communities of Argueta and Barreneche in Sololá and Totonicapán Departments.

Ms. Argueta (El Salvador) (spoke in Spanish): El Salvador confirms its commitment under the Monterrey Consensus, and in this context we endorse the position presented by representative of Chile speaking on behalf of the Rio Group, and that of Pakistan speaking on behalf of the Group of 77 and China.
