A number of restrictions apply to members of the armed forces and to foreigners (see also in relation to arts. 2, 6, 12, 18, 19, 21 and 25 of the Covenant).

Furthermore, the fact that the Convention did not cover enforcement action under Chapter VII of the Charter of the United Nations, in which any of the personnel were engaged as combatants against armed forces and to which the law of international armed conflict applied implicitly, meant that international humanitarian law was relevant in similar related situations.

٢ - لا تنطبق هذه المادة على أي عملية لﻷمم المتحدة يأذن بها مجلس اﻷمن بوصفها إجراء إنفاذ بموجب الفصل السابع من ميثاق اﻷمم المتحدة ويشارك فيها أي من اﻷفراد كمقاتلين ضد قوات مسلحة منظمة وينطبق عليها قانون المنازعات المسلحة الدولية.[
