In 2011, the special rapporteurs on freedom of expression, freedom of peaceful assembly and of association, health, and human rights defenders sent a communication regarding alleged restrictions on the rights to freedom of association and of peaceful assembly of groups defending lesbian, gay, bisexual and transgender (LGBT) rights.

Ms. Smith (Norway) said that her country welcomed the establishment of the mandate of Special Rapporteur on the rights to freedom of peaceful assembly and of association, which were a cornerstone for the promotion and protection of all rights. Her country continued to oppose the death penalty, which made any miscarriage of justice irreversible and tended to encourage a casual attitude to the right to life.
