The Syrian Arab Republic therefore understood that the Committee's concluding observations and general recommendations mentioned in paragraph 4 of the resolution -- which were nonbinding -- must be substantive and take into consideration those specificities, in order to assist States parties in fulfilling their obligations under the Convention.

Mr. O'Flaherty (Rapporteur for the general comment) said that he had prepared the draft general comment bearing in mind the purpose of general comments as set out in document CCPR/C/21/Rev.1, that being " to assist States parties in fulfilling their reporting obligations " based on the lessons learned in the Committee's consideration of their reports.
