1. Owing to the death of Judge Lennox Fitzroy Ballah on 29 March 2003, a vacancy has occurred in the Tribunal.

In accordance with article 6 of the Statute of the Tribunal, Lennox Fitzroy Ballah of Trinidad and Tobago was elected to fill the vacancy and complete the term of office which became vacant as a result of the passing away on 11 September 2001 of Judge Edward Laing of Belize.

The purpose of the meeting was to elect a judge to fill the vacancy that occurred in the International Tribunal for the Law of the Sea as a result of the death of Judge Lennox Ballah of Trinidad and Tobago on 29 March 2003.

Since no comments were received, the Registrar, by a note verbale dated 7 July 2003, informed the States Parties that the election to fill the seat vacated by Judge Ballah for the remainder of his term would be held on 2 September 2003.

In his introductory remarks, the President of the Tribunal Judge L. Dolliver M. Nelson, officially informed the meeting that Judge Lennox Fitzroy Ballah of Trinidad and Tobago had passed away on 29 March 2003.

119. The President drew attention of delegations to the Special Meeting to be held on 2 September 2003 for the purposes of filling the vacancy that had occurred in the Tribunal owing to the passing away of Judge Lennox Fitzroy Ballah.
