3. At the same time, the rules of trade and the World Trade Organization (WTO) must be more responsive to the needs, concerns and priorities of developing countries. The Philippines attached great importance to the full and fair implementation of the outcome of the Uruguay round, particularly those provisions that were of interest to developing countries.
