42. On 22 September 2003, during the general debate of the fifty-eighth session of the General Assembly, the President of Argentina, Néstor Carlos Kirchner, stated the following:

10. Highlighting the main points of progress since Nestor Carlos Kirchner assumed the Presidency in May 2003, he said that the Government had begun to formulate policies that were grounded on human rights principles, in the hope of recovering the ethical purpose of the State, and restoring the legitimacy of democratic institutions.
