It is a token of recognition that, we trust, marks the beginning of a fruitful and constructive dialogue between civil society and the Governments of Central Africa on the important and delicate question of arms control and disarmament.

We would also like to mention that members of the Advisory Committee, in a lead up to the 19th ministerial meeting, held a seminar on the implementation of the Programme of Action in Central Africa on 12 to 14 May 2003 in Brazzaville, which resulted in the adoption of a priority programme of action for Central Africa.
