78. The Special Rapporteur has previously noted her view that the adoption of the Amnesty Law on 25 September 1996 was a positive step for both the return of Croatian Serb refugees and the peaceful reintegration of the Eastern Slavonia region into the rest of Croatia.

The Government has stated that the conclusion of the Agreement will significantly facilitate the process of return of Croatian Serb refugees to Croatia, although it must be pointed out that progress on this issue to date, three months after the Agreement's signing, has been limited.
