The documentation before the Third Committee on that subject, in particular the report of the Secretary-General (E/1996/51), showed the gigantic proportions which the problem of drugs had assumed over the past decade, and the resulting social and economic cost.

Noting that the report of the Human Rights Council was included in the documentation before the Third Committee (A/C.3/62/L.1/Add.1), she said that there was solid precedent for that practice: for roughly 60 years, the Third Committee had been considering the report of the Economic and Social Council, including the report of the former Commission on Human Rights.
