It was against such a background that the General Assembly had decided to convene an intergovernmental meeting of experts from land-locked and transit developing countries with representatives of donor countries and financial and development institutions in 1993.

The idea was briefly considered in 1999 by the General Assembly, which in turn requested the Fifth Meeting of Governmental Experts from Landlocked and Transit Developing Countries and Representatives of donor countries and financial and development institutions in 2001 to make a specific recommendation on the matter.

In this context, donor countries and financial and development institutions are invited to give priority to projects and programmes which adopt subregional/corridor development and spatial development initiatives.
